He graduated from the Faculty of Law at the University of Novi Sad in 1977. He pursued postgraduate studies at the Department of Hungarian Language and Literature, where he obtained his master's degree in 1983. In 1988, he received his doctorate from the Faculty of Law in Novi Sad. Between 1977 and 1991, he was a Hungarian language lecturer at the Faculty of Law, and from 1991, he worked as a lawyer. From 2007, he has been a professor at the Faculty of European Legal and Political Studies (FEPPS) at Educons University.
